OFFICE OF PERSONNEL AFFAIRS

 

  1. Introduction:

The Office of Personnel Affairs was established on the basis of the Office of Personnel Management – a unit of the Department of Organization and Politics under Decision No. 1073 / DHSG-TC dated August 8, 2008 of the Rector of Saigon University. The decision took effect from September 1, 2008.

  1. Functions and duties

            – Organizational structure: Proposing plans to develop, consolidating and strengthening the University’s machinery as well as its organizational structure, staffing, functions and duties of divisions, establishment, dissolution, merger of divisions.

            – Management of officials and employees:

  • Managing job positions requirements; recruiting officials; managing working contract;
  • Appointing or changing career titles; managing the change of job position, secondment, termination of employment contract, severance settlement;
  • Appointing and dismissing managerial officers; arranging and appointing officials according to the needs of the work;
  • Conducting the evaluation, commendation and disciplining of officials;
  • Implementing the salary regime, remuneration policies, training and retraining regime for officials;
  • Developing and managing the records of officials; observing the regime of reporting on management of public employees under their management.

            – Party management:

            + The Party leadership follows the Party’s orientation, guidelines, policies and the laws of the country; leading and implementing political tasks of the university, improving the living standard of officials, party members, lecturers and staff of the university, developing the Party Committee and Cell Party become a strong organization.

            + The Party leadership manages the professional work, the ideological work, the officials management work, the Party development work and organizations; supervising the implementation of the Party’s Resolutions, the laws of the country and the implementation of the Party Charter.

– Performing other duties as required by the university.
